Children & Youth Outcomes Measures
Assessment measures are administered to all children and youth receiving specialty mental health services with the exception of inpatient services. For an overview of the measure selection process, see the DHCS Information Notice (PDF).The assessments for the Behavioral Health Services for Children & Youth (BHS-CY) System of Care Evaluation (SOCE) include:
- California Integrated Practice Child and Adolescent Needs and Strengths (CA-IP CANS) – completed by the clinician for youth up to age 21 upon entry to the System of Care. There is a module specific to youth ages 0-5. This measure is administered upon entry to the System of Care, every 6 months, and Discharge. As of September 1, 2024, the CA-IP CANS replaces the San Diego CANS-50 to align with SmartCare versions.
- Pediatric Symptom Checklist (PSC) – for caregivers of youth ages 3–18 years upon entry to the System of Care. These measures are administered upon entry to the System of Care, every 6 months, and Discharge. As of September 1, 2024, the PSC was enhanced with three additional questions to align with SmartCare versions.
As of the September 1, 2024 transition from CYF mHOMS to SmartCare, the following measures are no longer required by BHS-CY and will not be supported in SmartCare:
- Pediatric Symptom Checklist for Youth (PSC-Y) – for youth ages 11–18 years. The PSC-Y is an optional measure. Programs that wish to use it may download the measure and score it themselves.
- Personal Experience Screening Questionnaire (PESQ) – for youth ages 12–18 receiving SUD services in a mental health program. This measure is no longer supported by developers and should be discontinued.
SmartCare Data Collection Timeline
The CA-IP CANS and PSC are submitted to DHCS at regular intervals. It is recommended that program sites enter data as soon as possible, but no later than 30 days. Waiting longer than 30 days is out of compliance with MHP Requirements.
